Dangerous houseguest at neighbors

We have a neighbor with a dangerous boyfriend living with her. His name is on NOTHING at the property. He beats, strangles and stabs her regularly and is a drunk. He threatens us on a weekly basis, and curses us every time we walk outside. Can I sue her for allowing him to remain at her residence when she is well aware of the danger he poses to us and our grandchildren who live with us?

From what you say, she is the victim and needs protection, not someone else blaming her for his behavior. Call the police, but call the police on him.
