Building code requirement for anchor bolts

I had a house built in Limestone County in 1998. I'm currently in the process of selling that house and the buyer's home inspection revealed that there are no anchor bolts in my foundation. The home inspector and both my real estate agent and the seller's real estate agent have told me this is a building code violation I'll have to fix before I can complete the sale. My question is if this is indeed a building code violation, is the builder liable since 4 years have passed? In other words, is it reasonable to request and expect the builder to pay for the costs associated with adding anchor bolts at this time?

There might be a question of the statute of limitations; however, in my opinion you have two years from the date of the accrual of the cause of action which, in my opinion, would be from the date of discovery. Also, there is a statute that allows for 13 years against the contractor or architect, etc. Consequently, I think you could possibly have a claim against the builder, but I would have to know more facts.
