my child support check was returned to dhr because of wrong address. if the check has expired, is dhr required to re-issue me another one?

DHR will pay the child support paid in. If you have not negotiated the check they will reissue. I expect it will be a lot of hassle, but your child will not loose benefit of the money paid in.
