Scool Discrimination

I am a Black female,I answered a job posting for a Youth Detention Teacher. I met all the qualification outlined on the posting I had an interview with the contact person. However, he recommended a White lady with none of the qualifications. This recommendation was based on the buddy system ( he told me this lady he hired was a friend of the teacher who was retiring) but the job description did not say you had to be a buddy of someone on the inside. On the application it said the school system was an equal opportunity employer. Do I have any legal rights?
