Denied visitation

I live in California, my ex wife and 17 year old daughter live in Alabama. I have not seen my daughter, or spoken to her on the phone since she was two.

My ex has actively blocked my attempts at a relationship with my daughter, and until now I was not able to afford an attorney.

I've been paying support, as ordered for fifteen years. What are my rights in Alabama. Can I take her to court to force her to allow me to see my daughter? Can I petition for a modification of the support order based my having zero contact with my daughter?

You need to first send a certified letter of intent to exercise visitation on a specific date and show up for that visitation. If you are denied visitation then you file a contempt and modification. No, you do not get to reduce child support for failure to obtain visitation. You could have challenged it in the beginning and gotten your visitation.
