can a parent just leave and take the child from the other parent without the other knowing?

If they are married, pretty much so since each has a right. You would have to look beyond and to the best interest of the child, i.e....how old is the child, is there a stable home, does that parent do drugs or drink, other factors. Then it would be a question of the safety and welfare of the child.
