Harrassment from neighbor

The person living next door to me has conducted a systematic, unrelenting vendetta of harassment against the residents of our small subdivision,(six homes around a lake), for the past 11 years.

Against me personally for more than a year. The conduct of this person is described precisely by the definition of harassment under the code for Stalking.

This person has been arrested many times over the years due to complaints of the other neighbors but always manages to "get off lightly", i.e., dismissed cases, minimum fines and probation.

I am tired of this "hell" I'm living in. Can I sue this guy for violation of my civil liberties and seek punitive damages?

The court is perpetuating his behavior by their leniency. The situation out here is viewed by the court as simply a case of neighbors not getting along, it is much more sever than that.

a possiblilty of a restraining order by a circuit court of the activity that is offending. if there are criminal charges pending mabe the prosecutor does not know of the seriousness of the matter. civil litigation may work, but it is expensive and time consuming.
