My daughter signed a 12 month apartment lease for next semester, but now has decided to transfer out of state. Can she get out of her lease?

The short answer is no. I assume she is not a member of the military who has been transfered out to another duty station. Her best bet is to find someone to sublease from her with the permission of the landlord. A lease is a contract, and the landlord is under no obligation to let her out of the lease just because she changed her mind.
