What rights if any does a person whom purchases property from a state tax sale in alabama have?

THis is a very broad question. A person who purchases property "for taxes" only acquires the right in the property the state has. To really clean up the title a "quiet title" action is required. If you will be more specific in your question I can attempt a more detailed answer.
