legality of selling phone recording devices to public/business

Is it legal or how could it be made legal to sell phone recording devices to public/ businesses? The device can be installed on the phone line & can be listened to on an FM radio. What about hidden video cameras as well?

I'm not sure, but the devices themselves, if the involve radio waves or somthing similar, may need FCC approval.

As to legality of the devices, that might depend upon an individual state's laws. Some states allow the participants in a conversation to record it without permission of the other. Other states do not. Most states, I believe, do not allow a third party to listen to a conversation without consent.

You are in murky legal water here. It would be worth your time and money to hire a lawyer to research these and other questions so you do not face civil or criminal liability.
