IT DEPENDS. More specifically, it depends on numerous other facts which you have not supplied, such as the nature of the contract, the nature of the harrassment, the degree to which the harrassment interferes with your performance, past history, etc.

In general, a party's performance is not excused just because the other party is a jerk or a common variety low life. On the other hand, if the acts or omissions of the other party materially impede your performance or deny you the benefits of your bargain, then a breach of contract may have occurred which would excuse further performance and/or entitle you to damages.

This is a difficult area even when you know all of the relevant facts. Without any facts at all, it is simply impossible to give a more certain answer than this.
