filing charges against the president and vice president

Can an average citizen file treason and or war crime charges against the president or vice president (or for any crime for that matter)? for any thing for that matter.

This in not a flip remark. i want to know what recourse an average citizen has against the abuse of power from the executive branch.

No. If citizens could bring charges against the president it would happen literally every day to every president, and for any number of reasons.
