Is there a Fed. Statute prohibiting with-holding anyones U.S. Mail?

The federal statute of which you are thinking, I believe, would prohibit one from taking mail from someone else's mailbox.

However your question suggests that someone, whether legitimately or not, obtained possession of someone else's mail, and refuses to give it to the addressee. I don't believe this is a violation of federal criminal law.
