Does the foia cover court records in native courts?

I was denied access to court records. Is this against the foia? (freedom of information act)

Re: access to court records

The Freedom of Information Act applies only to federal agencies. Unless your tribe has a similar law, you may not be able to get them. FOIA is not applicable.
