Legal Question in Traffic Law in Alaska

My son recently received a ticket from his high school police officer for an offense that happened off school property and to which he was not present at the time it happened but was told by a school staff member that it was him who did it, even though she was not 100% sure that it was him. should he have gotten this ticket and was it ok for the officer to issue it without us being present first?

The officer is not allowed to question you son without you being present, but It is acceptable that the officer serve your son with the ticket.

What was the offense for which the ticket was issued? Did the staff member see the offense being committed?
