Can you force an extate to be closed?

My dad passed away 2000, sister was executer of state. filed it in the courts, however has not closed the estate. There is a deeded time share that my dad purchased. I had been paying taxes and maintenace fees on it. After 2 years of paying on it, i was told it needed to be transfered into my name to use it. city taxes and maintenance fees are building and am being told by the building owners and city officials that action will be taken against us if we do not pay this. Can i force sister to close the estate and take dads name of deed and put into mine? She does not want the property.

I would recommend contacting in writing the attorney handling the estate, explain the problem and request an immediate transfer of the property. If this does not work, send a copy of that letter to the probate judge where the estate is being administered and ask for help. It is unusual for an estate to be open so long.
