We filed an appeal and now they want a legal memorandum, and we don't know where or how to get one.

This is usually filed by an attorney who outlines the relevant case law and how it applies to your individual situation. Contact an attorney in your area who can handle this for you. This can be expensive, usually $5000 on up.
