Legal Question in Constitutional Law in Arizona

Legal question

I am carring a recall petition in the town where I live. The recall is for the Mayor and 1 of the councilmen.

The town manager told me that if I brought the petition into the public Library that the Marshall would be called and I would be escoreted out of the building and maybe arrested.

Was what he did Legal??

Only if the library is privately owned. If it is a public place, then you cannot be prohibited in gathering signatures.
