Legal Question in Criminal Law in Arizona

When a police officer makes a arrest of two individuals adults, one of witch is being charged with assecory to shopliftting controlled property. The second whom is charged with the shoplifting as well as two felonys all steamming form one incident. They are both taken to the city jail where they are finger printted red there charges and then red there rights then they are both who are lets say, with in a year or two out of being releasd form AZ Departmernt of corrections. Then with out sighning any ticket or promiss to appare, or so much as given a report number still alligable to be brought before a magistrate on the carges
