Statutory Rape
Is it legal for a nineteen year old man to DATE a thirteen year old girl, if there is no actual sexual contact? Also, what IS sexual contact? Kissing, petting, oral sex? Where is the line? What about intent? If the man INTENDS to have sex with the girl, but can't due to circumstances beond his control?

The line is about 50 yards behind you. In other words, you already crossed it. Don't even be in that situation as you could easily receive 10-24 years for oral sex. The simple solution is to find out why you are attracted to 13 year olds. The money you spend on that will be far less than what you would spend on a lawyer. Also, the prospect of registering as a sex offender is not a nice one. My best legal advice: Keep it in your pants and don't walk away- RUN !!
