Legal Question in Environmental Law in Arizona

My grandmothers neighbor has been killing cats with anti-freeze for years. In those years he has killed at least three of her cats in the same manner. The most recent of which happened yesterday. She is heart-broken, Buttons (the cat) meant so much to her and she is convinced that he died for a reason. Please tell me that she is right and her precious feline friend didn't die in vain. Is this Illegal? Can he feed cats anti- freeze, take away their lives and walk away unscathed? Or is it FINALLY time for justice upon "Catfish George"?

Wow. That is horrifying. Anyone who would harm or even kill non-human animals is likely to "graduate" to humans. I would call the police immediately and have them investigate. If he is caught with antifree and the cat has antifreeze in its system (would require a necropsy) and at least three of her cats has died the same way, he might be able to be convicted at least on circumstantial evidence.
