Father wants to relinquish rights to his child in AZ

Does AZ state law allow a father to voluntarily relinquish his rights with out another party ( step-parent) assuming that responsibility?

Arizona does allow a biological parent to consent to allowing a step-parent to adopt a child. Once this consent is properly signed, it is irrevocable, so the biological parent cannot later change his/her mind.
