I have joint custody of my daughter. Does my ex need my permission to take our daughter out of the state?

This has less to do with your "custody" arrangements and more to do with the terms of your current order or parenting plan. Normally, the order or parenting plan will include provisions regarding travel, including whether the parents are required to obtain written consent in advance or whether it is sufficient to exchange advance notice of the travel along with the itinerary and contact information. If your paperwork is silent on this provision, I recommend you consult with an attorney in your area to discuss your options.
