Releasing Parental Rights

A friend of mine recently got a girl pregnant. She has said that she will keep and raise the baby herself. How does he go about making sure that he will not be liable down the road in case she changes her mind. What papers does he or both of them need to sign?

In order for him to be free of any child support obligations, she must sign a full and complete waiver of child support.
