Shared Driveway Dispute

The new owner of a property that has a shared driveway with my property agreed to replace the gravel in the driveway upon completion of remodeling. Instead of using driveway gravel, the new owner used river rock. River rock is much larger and is difficult to walk and drive on. In addition, the layer of river rock is much too thick making the problem even more severe.

I would like to know what legal steps are needed to get the new owner to remove the river rock and replace it with the proper gravel as originally agreed upon in a verbal agreement.

find the cost of doing it and sue him. if it is less than 5,000 then use small claims court.
