Legal Question in Immigration Law in Arizona

I am a Filipino citizen and came here with my parents in 93. We applied for asylum and lost in 95. Our lawyer advised us to leave the US voluntarily; he told us to head to Tijuana, Mexico and fix our papers there. Got there only to find out we have to go back to the Philippines to do that. In the end my parents decided we cross the border (illegally); we re-entered in 95. I've been married for 7 years with two kids (1 & 6 yrs old). My husband (a US citizen) and I want to fix this before I get picked up and deported. My younger sister has a pending case- Cancellation of Removal (hardship). I'm considering filing for the same case. I was told that once I have a pending case that the authorities cannot throw me in jail or deport me (if I get cited/caught for some reason) since I'd have a pending case and waiting for a ruling. Is there truth to that? Do I have any other options beside Cancellation of Removal? Please advise- thanks
