Legal Question in Immigration Law in Arizona

my sister is a legal resident of the United States and she wants to become a citizen but she is not sure if she is able to, because she was guilty of theft a class 6 felony, and caught 3 times for shoplifting, one was consider a trespassing. Now she is still in unsupervised probation for 2 more years. The thing is that I think it's like a kind of depression, addiction or anxiety what she has, because she has no need to steal. Can she get legal help?
