Branch office in China for Programming

I have an existing Arizona LLC, and would like to start an outsourcing business in China. (Outsource programming from the US to China). I know I can have a non-us-citizen as part of my LLC, but is there anything special I need to do to open up a China office & employee Chinese citizens from an Arizona LLC?

1st, what is you outsourcing business scope? Will it include what relates to insurance, finance, marine, transportation, etc.?

2nd, I think Rep Office will be the best way for you, because it needs less cost and time for establishment.
