In motorcycle/ auto industry, is it against the law to charge an employee (technician) the cost of damaging a customers vehicle?

Thank you for the inquiry. Unfortunately, there is no clear answer to your question. No Arizona court has ever ruled whether an employer can deduct from an employee's wages amounts for "breakage." I think it is likely a court would rule an employer may not do so. Such an act would probably violated the Arizona Wage Payment Act, A.R.S. 23-350, et seq.
