Legal Question in Landlord & Tenant Law in Arizona

I am renter i got an excessively large water bill (the first bill since renting the house). I knew there had to be a leak somewhere in the house.The property management company sent a plumber out and he had to replace the flappers in all 3 toilets. he said leaky toilets can more than double the water bill.When i asked the property management company to pay half the bill, they said they don't pay or reimburse utility bills regardless of the fact that the problem was from poor upkeep of the property.Even the water company said the house had to have a leak somewhere to cause such an excessive amount of water to be used.I feel the landlord should be held responsible for more than half the water bill but we have only asked that they pay half. ther is also going to be another large bill because the toilets weren't fixed til 11 days after we recieved the bill. is the landlord responsible for at least part of the water bill?

Yes, sue the landlord in small claims court.
