General Courts Martial Confiction

I was convicted of DUI back in 1995 when the AF was making a big push against DUI's. I received a BCD as a result of the conviction. Is there any way I can get this reviewed or upgraded. I know it is unlikely, but after 13 years being out, seems harsh for something that is done every day by everyone. Some that has an accident and kills someone may not get as severe a punishment I received. I am not concerned about the benefits aspect, but I would like to make my 11+ years in the Air Force, to count, i.e. government employment.
