Legal Question in Personal Injury in Arizona

I was in a rear end accident two years ago. The man who hit me said I pulled out in front of him from the turning lane. which was not the case, I was in the lane to go through the light and was never in the turning lane. They way he hit me is pretty much impossible for me to have been in the turning lane. I need to know if there is some sort of law in arizona stating who is at fault for rear end collisions, to present this at arbitration.

The person who rear-ends the other is automatically deemed at fault, unless there is a showing of some extenuating circumstance. You just have to present the facts as you know them and leave the rest to the arbitrator.
