Legal Question in Product Liability in Arizona

Hi I wanted to know if it would be legal to sell tobacco to individuals who i know. I wouldn't be selling cigarettes, its a middle eastern tobacco product (midwakh) that I buy from the United Arab Emirates. I would also sell the pipes that are used to smoke.

Do you have a re-sell license? If you do not have a re-sell license... and are purchasing products for re-sell you could be asking for a lot of legal issues, including tax issues.
