You would need to identify specific examples of the danger in your complex that make your unit uninhabitable or interfere with the quiet enjoyment of your unit. You would also have to give notice to the owner/manager and demand that they provide sufficient security to resolve the issues that you raise. I doubt that your allegation that you are afraid to walk from the parking lot to your apartment will be good enough. If the police have been called to the premises multiple times, that may help you. If there is drug dealing or prostitution going on in your building, that may help. You have to show that the landlord is in breach of the lease agreement in order to terminate the lease and not be responsible for the last 3 months rent.
