Legal Question in Real Estate Law in Arizona

Once a developer turns over declarent control to the homeowners does he need to go by CC&Rs;just like the homeowner even though he has not sold all units?

In general, turning over control to the homeowners, does not terminate its right to exercise rights reserved to the Declarant.
