In a private property sale, who would normally pay title insurance? the buyer or the seller?

In a private property sale, all terms are negotiable. Many times the seller will pay for title insurance; however title insurance benefits both the seller and buyer, so if the seller wont pay for it, the buyer should. Title insurance protects the buyer from a later claim that the title is defective.
