Legal Question in Real Estate Law in Arizona

I own a townhome and the hoa management company is telling all homeowners that they must have their roof inspected, by a licensed roofing contractor, for hail damage. They said that it must be done by Dec 31st. If not, they will hand out fines every month, until it is done. My roof covers my unit and one other unit. They want the homeowners to be responsible for any repairs due to hail damage. Is the roof my resposibilty or the HOA's?
