People often use a phrase like that to mean that they want nothing to do with that child. Obviously, a parent does not "own" a child. If the parent wants to disinherit a child, the parent need only make a Last Will and Testament that leaves the estate to others (same with trust preovisions). The parent does not have to give anything/any inheritance to a child.
