can the trustee of a trust decide not dispurse trust asset to a beneficiary

The trustee is obligated to carry out the terms and provisions of the trust agreement. The trustee owes a fiduciary duty to all of the beneficiaries of the trust. If you think that the trustee is acting improperly, then you can petition the probate division of the superior court to review the actions of the trustee.
