does a partnership with no employees have to have workmans comp insurance?

People use the term partnership to mean different things. The law does not require the owner of a business to cover him/herself for workers' compensation (although in many cases it is very affordable and makes sense to do so.) As long as both of the partners are truly owners of the business, and there are no other employees, I do not believe that the requirement of workers' compensation insurance applies to that business.
