Legal Question in Administrative Law in Arkansas

Can parents of a non-minor driver be sued if the driver is killed

The driver is 22 and the passenger is 21. The driver is killed in the accident and the passenger is injured. Can the passenger sue the parents of the driver in an effort to collect more money than the driver's insurance has offered them? The vehicle belonged to the driver and was in his name.
