Is it against the law to break into someone's email and read their email's? If it is, what steps can you take against them?

You will want to find local (Arkansas) counsel, but the particular act that you describe may be a violation of 18 USC � 2501, et seq. the Electronic Communications Privacy Act, there is also a civil remedy in � 2507.
