Can a new President be sworn in to replace the current President durning a declared war, or does the war have to be over before a new President can take office?

Section 1 of the 20th Amendment states, in pertinent part, "The terms of the President and Vice President shall end at noon on the 20th day of January . . . and the terms of their successors shall then begin." This schedule can only be changed by further amending the Constitution. Neither war nor any other type of emergency has any effect on the length of the president's term.
