clemency appeal

I am a ''pen pal'' to a prisoner serving a life sentence in Arkansas.He has asked me to help him regarding '' finger prints that will be utilized in Act 1780 proceedings'' and how much it would cost to do a ''clemency'' appeal.

He has ; to the best of my knowledge, no money.

Generally, clemency is something a governor can grant to a person in prison, commuting their sentence or pardoning them. This is not necessarily done by a lwayer. It can be for any reason that the governor may choose to commute a sentence. It is not necessarily based on the evidence of the crime or the guilt of the crime, but often on other circumstances or events.

I'm not sure what what the fingerprint issue is. That may be an appealable issue that you need an attorney for. But appeals are not usually cheap. He may be eligible for indigent legal representation, if he has been represented by a court appointed attorney at his trial.

I would need more information to give you a more specific answer about how to proceed with his appeal.
