Getting custody of younger siblings

I'm in the military and married... I've been thinking of adopting two of my younger siblings to help my parents out financially. They've agreed but I'm confused as what needs to be done to get custody of my siblings and how hard would it be?

In a Wisconsin adoption, you would have to have both of your parents agree to terminate their parental rights in writing and at a hearing before a circuit-court judge of the county where your parents and the two siblings reside. Both you and your wife would then need to formally adopt the children, in writing, usually at the same court-hearing time. It would all be subject to the judge's discretion and decision as to whether it is in the best interests of the children and everyone else concerned). There would need to be some initial costs incurred to have a study done so that a report may be forwarded to the judge. Also, it is normal to have a G.A.L. (guardian-attorney for the children) appointed by the court to also undertake a preliminary investigation of the situation. There are costs involved in that, too.
