Father living with a women and not married

It states in our final divorce decree that no overnight visits allowed if the parent is living with the oppisite sex not married. My children's father is living with a women in her house and they are not married. Can I keep the children from visiting him as long as he is living with her not married? My 13 year old doesn't want to and I don't want to send my 9 year old by herself. On that bases if I refuse him visitation because he is living unmarried with this women can he file contempt charges?
