CELL PHONE IS NOT ALLOW ON THE FACTORY FLOOR.Can my employer legally have me empty my pockets at work to check for a cell phone.

Yes. It is the employer's property upon which you are coming. The question is whether or not you have a legitimate expectation of privacy in your pocket. If the employer told you that you would have to empty your pockets, you most likely do not have a reasonable expectation of privacy.
