Landlord ''self-help'' methods

My landlord changed the locks on my apartment for non payment of rent and said we can't get in until we pay him the rent plus $100 in late fees. I want to know if he is supposed to give us a court order for eviction and I also think that is illegal and I feel he is stealing our property and using it as some sort of collateral for non payment of rent. What should I do?

In AR, a landlord cannot use unreasonable methods to try to collect rent. He cannot lock you out of your property. He has to go through the proper procedures of eviction. From what you wrote, it does not sound like he did.

You cannot take matters into your own hands now. You need to contact the Housing Authority or an attorney to help you.
