If i by some empty lots in the state of arkansas can they charge me for the past due utilities (water) and association fees?

Generally, yes. Municipalities and owners's associations typically reserve the right to file a lien against property for unpaid charges and fees. Without knowing the specifics of your sale, it is difficult to say whether any exceptions apply, but as a general rule those unpaid charges and fees run with the property.
