power of attorney for a deceased person

My children's father passed away on Wednesday from a car accident that may be suspicious. They are wanting to get into his lock box at the bank and need to know what they will have to do to access it. They need to know if they can get power of attorney in order to take care of his personal property. It is possible his will is in the lock box at the bank.
